A public work should have the capacity to spark curiosity, spur inspiration, ask questions of its viewer, and arouse contemplation. It must be capable of speaking clearly in a language that can be understood first and foremost by the members of the community in which it resides, for they will be its ultimate caretakers. If a public work is to reach the full capacity of its potential, it must be more than a mere object in space. It should engage its audience, and incite some form of action, even if that action is simply a personal reflection.
